What it is
“Skip” as in skipped town. Skip tracing is the process of locating a person’s current address, workplace, or whereabouts using records, databases, and old-fashioned inquiry.
The three levels
Step 1 — Database verification
Credit headers, utility connects, address history. Fast and cheap. Confirms or corrects the address you have.
Step 2 — Enhanced tracing
Vehicle registrations, employment indicators, relatives and associates, social media, property records. Builds a picture of where someone actually is.
Step 3 — Investigative tracing
People. Neighbors, family, employers, landlords. Surveillance when needed. Slow, expensive, and the thing that works when nothing else does.
What private servers can access
Credit headers, public records, and whatever’s on the open internet. That’s it. It finds most people. It doesn’t find the ones who know how to hide.
What a constable can access
As sworn peace officers acting for a permissible purpose, constables can lawfully access DMV and vehicle registration records, automated license-plate reader data, and law-enforcement court records. A plate hit tells you where a car sleeps. That tends to settle the question.
Who’s hard to find
People who moved in the last 30 days (databases lag), people with no fixed address, and people with no ties: no family nearby, no job on the books, no car in their name. Everyone else has a trail.
Is it legal?
Yes, when done for a permissible purpose like service of process or judgment enforcement, and when the data is accessed by someone authorized to access it. Wasatch Constables logs every search.
